In Helsinki, landlords are having trouble renting out apartments—not because of high prices, but due to a lack of reliable tenants: only a fraction of scheduled viewings actually happen, despite lowering rents. For the first time since 2015, private rents in the capital region have dropped slightly, while rents elsewhere in Finland are still rising. The market has shifted in favor of tenants, with landlords offering perks like lower deposits to fill empty flats. A housing benefit reform taking effect in August will remove support for students, potentially increasing demand for cheaper rentals in urban areas.
