In 1962, Copenhagen removed cars from its principal shopping street despite fierce opposition. The experiment became permanent, transformed the Danish capital and helped establish a distinctly Nordic approach to people-centred urban planning.

Today, walking along Strøget feels like an entirely natural Copenhagen experience. Shoppers move between department stores and Danish design boutiques, street musicians perform around Amagertorv, and café tables occupy spaces once dominated by moving and parked cars. In 1962, however, the idea of closing Copenhagen’s principal commercial artery to traffic was considered radical, commercially dangerous and, according to some critics, fundamentally unsuited to the Scandinavian climate.
Strøget would prove them wrong.
Copenhagen before the pedestrian revolution
Post-war Copenhagen was experiencing the same transformation as many other European cities. Car ownership was increasing rapidly, while historic streets designed for pedestrians, horses and carts were expected to accommodate growing volumes of motor traffic. By the beginning of the 1960s, Copenhagen’s central streets and squares were heavily used for driving and parking. The problem was especially visible along the route between Rådhuspladsen, the City Hall Square, and Kongens Nytorv. Strøget is not technically one street but a continuous route composed principally of Frederiksberggade, Nygade, Vimmelskaftet and Østergade, connected through historic spaces including Gammeltorv, Nytorv and Amagertorv. Altogether, the central axis extends for approximately 1.1 kilometres. Copenhagen had already experimented with temporary traffic restrictions there during the Christmas shopping period in the 1950s. These short closures suggested that the street could function without cars, but making the arrangement last throughout the year was a far more controversial proposition.
The experiment of 1962
On 17 November 1962, Strøget was closed to ordinary motor traffic as an experiment. At the time, it was one of Europe’s most ambitious central pedestrianisation schemes. Many shopkeepers feared that customers would disappear if they could no longer park near their premises. Others argued that outdoor urban life belonged to warmer countries: Danes, they claimed, would not spend time walking, sitting or socialising in public spaces during the long Nordic winter. The political atmosphere became surprisingly bitter. Alfred Wassard, Copenhagen’s councillor responsible for urban planning and one of the leading advocates of the project, reportedly received death threats. Police were present when the pedestrian street opened, while protesting motorists sounded their horns nearby. Yet the inauguration also attracted crowds, music and dancing. Copenhageners immediately began using the street in ways that had been difficult when it was filled with cars. The trial continued for two years. In February 1964, following its evident success, the city authorities made the pedestrianisation permanent.
Why Strøget succeeded
The removal of traffic was only the beginning. Kerbs and conventional pavements were gradually replaced by more continuous surfaces, street furniture was reorganised, and spaces could be used for cafés, performances, meeting and leisurely walking. Businesses discovered that the absence of cars did not mean the absence of customers. On the contrary, an attractive pedestrian environment encouraged people to remain in the area for longer. According to the Global Designing Cities Initiative, the project demonstrated that traffic-free streets could support both public life and retail revenue. Just as importantly, Copenhagen proceeded incrementally. Residents were given time to adapt their travel habits, while businesses and municipal planners learnt how to operate deliveries and essential services within the new arrangement. The initial pedestrian area covered approximately 15,800 square metres. Further streets and squares followed, including Fiolstræde in 1968, with additional expansions in 1973 and 1992. Copenhagen’s central pedestrian network eventually grew to approximately 100,000 square metres. Strøget therefore became more than an isolated shopping street. It was the starting point for an interconnected system of streets, lanes and squares in which walking was treated as a central urban activity.
Jan Gehl and the study of public life
The transformation also coincided with the early work of Danish architect and urbanist Jan Gehl. Beginning in the 1960s, Gehl and his collaborators systematically observed how people behaved in Copenhagen’s public spaces. Rather than measuring a city primarily through traffic capacity, they counted pedestrians, recorded where people stopped, examined how long they stayed and studied the relationship between street design and social activity. This evidence helped challenge the assumption that urban streets were mainly channels for transporting vehicles. They were also places in which people met, watched others, rested, ate, talked and participated in public life. Gehl’s research subsequently became internationally influential. Cities around the world began looking to Copenhagen for practical evidence that reducing car space could create safer, more attractive and economically active centres. Strøget was not the world’s first pedestrian street, nor was it the first in the Nordic countries. Its importance lay instead in its location, scale, careful observation and gradual expansion. It turned pedestrianisation into a long-term urban strategy.
Sweden had already taken an earlier step
Ten years before the Copenhagen experiment, Stockholm had opened Sweden’s first purpose-built pedestrian shopping street in the suburban centre of Hökarängen. Inaugurated in 1952 and designed by architect David Helldén, the street was completely separated from motor traffic. Hökarängen had recently become the terminus of a new metro line and was conceived as an early example of a neighbourhood organised around public transport rather than the private car. Stockholm’s historical archive describes it as a predecessor to Sergelgatan and numerous later pedestrian streets across Sweden. Unlike Strøget, however, Hökarängen was part of a newly planned suburban centre rather than the conversion of a major historic thoroughfare. The distinction helps explain Strøget’s international reputation. Copenhagen demonstrated that an existing city centre already shaped by traffic could be reclaimed for pedestrians without destroying its commercial life.
Oslo: from individual streets to a low-traffic centre
Decades later, Oslo applied the same underlying principle on a much larger scale through its Car-free Livability Programme. Rather than simply closing one shopping street, the Norwegian capital progressively removed private car parking from much of the city centre, altered through-traffic routes and reassigned street space to bicycle parking, deliveries, disabled access, greenery, seating and public activities. By 2019, all ordinary on-street parking for private cars inside the programme area had been removed. At the same time, the number of parking spaces for disabled people increased from 83 to around 130, illustrating an important point: reducing private traffic does not have to mean reducing accessibility. Assessments cited by the EU Urban Mobility Observatory recorded a 14 per cent increase in pedestrians counted on selected streets and a 43 per cent increase in people spending time in surveyed urban spaces during the programme period. The Observatory nevertheless cautions that the pedestrian counts covered limited periods and locations. As in Copenhagen, business groups worried about lost customers and difficult deliveries. Research for the city found that central retail turnover remained comparable with, or higher than, that of competing districts outside the restricted area, despite wider economic pressures. Oslo’s experience also exposed a lesson implicit in Strøget: the benefits of pedestrianisation become convincing only when people can see and use the completed public spaces. Removing parking is immediately visible; the new social and commercial life that replaces it may take longer to emerge.
Helsinki: experimentation without automatic consensus
Helsinki has followed a more cautious and sometimes contested route. Keskuskatu, connecting the area around Stockmann with the Central Railway Station, became a prominent pedestrian street, while the Finnish capital has also tested seasonal and temporary changes elsewhere. In 2023, expanded pedestrian space and “summer street” arrangements around the Esplanades became a major public experiment. The project generated useful information but also political disagreement over congestion, accessibility, business conditions and the allocation of limited central street space. Helsinki’s subsequent planning has retained a strong emphasis on improving pedestrian connections between the railway station and the city’s main destinations. Its current approach relies on surveys, trials and citizen panels rather than assuming that every restriction should automatically become permanent. The city’s transport planning documents identify both the demand for better walking environments and the continuing divisions over how rapidly car access should be reduced. This is another legacy of Strøget: a trial is not merely a device for persuading sceptics. It should also reveal problems, allow designs to be altered and show whether a particular street genuinely works as public space.
Reykjavík makes temporary closures permanent
Reykjavík offers a smaller-scale Icelandic parallel. Sections of Laugavegur, Skólavörðustígur and Vegamótastígur were initially subject to seasonal or temporary restrictions before becoming permanent pedestrian streets around 2020. As in Copenhagen, implementation required more than passing a regulation. Some drivers initially ignored the new restrictions, prompting discussion about clearer signs and physical measures. The adjustment illustrated how deeply established traffic habits can persist even after the legal function of a street has changed. The lower section of Laugavegur is now part of a walkable central network characterised by shops, restaurants, bars and small public spaces. Reykjavík’s experience followed the familiar Nordic progression: temporary closure, observation, political debate and eventual permanence.
More than simply removing cars
The Nordic examples also demonstrate that a successful pedestrian street cannot be created merely by installing barriers. A street emptied of cars but left without seating, attractive surfaces, greenery, lighting, shelter, activities or convenient public transport may simply feel empty. Deliveries still need to be organised, emergency access maintained and the requirements of older and disabled residents incorporated into the design. Strøget succeeded because the reclaimed space was gradually turned into somewhere people wanted to inhabit. Its lesson is not that every street should be completely closed to traffic, but that cities should judge streets by more than the number of vehicles they can carry. Hökarängen linked a car-free centre to the Stockholm metro. Oslo combined restrictions with public transport, cycling, delivery areas and accessibility measures. Helsinki has used temporary projects to test competing demands. Reykjavík moved from seasonal experiments to permanent pedestrian sections. Each city adapted the basic idea to its own scale and circumstances.
The street that made another city imaginable
When Strøget’s opponents argued that pedestrian life would never work in Scandinavia, they were treating existing behaviour as something fixed. Because Copenhageners did not spend much time outdoors in traffic-filled streets, critics concluded that they had no interest in public street life. The experiment revealed the circularity of that reasoning. People were not absent because Scandinavians inherently preferred cars or indoor spaces. They were absent because the streets offered them little reason—and little room—to remain. Once that room was created, Copenhageners filled it. That may be Strøget’s greatest legacy. The project did not simply remove vehicles from 1.1 kilometres of central Copenhagen. It demonstrated that temporary urban experiments can allow residents to experience a different city before being asked to accept it permanently—and that streets can become destinations rather than merely routes between them.
