Finland is set to introduce a mandatory digital citizenship test as part of a broader reform of its Citizenship Act. The exam will assess applicants’ knowledge of Finnish society, laws, culture, and digital skills through multiple-choice and true/false questions. Offered in Finnish or Swedish, the test will come with a fee, though alternative arrangements may be available for those with limited digital literacy. A planned interview component has been dropped, keeping the process objective and standardized. Existing multilingual orientation materials will serve as study resources. The reform package also includes stricter requirements for residency, income, and a clean criminal record. A draft law is expected by the end of 2025.
