Sweden’s restoration of the wolverine has been celebrated as a conservation success, but an ageing compensation system is transferring much of its economic cost to the Sámi communities whose reindeer share the predator’s territory.

A predator brought back from the brink
The wolverine, Gulo gulo, is the largest land-dwelling member of the mustelid family: a powerful, elusive predator capable of travelling immense distances across forests, mountains and tundra. Once widespread across Scandinavia, it was systematically hunted because of its attacks on domestic and semi-domesticated animals. Sweden protected the species in 1969 after decades of persecution had reduced its population to precarious levels, and subsequent conservation measures helped it recover, particularly across the northern landscapes now widely promoted as Swedish Lapland. That recovery matters ecologically because wolverines are native predators and scavengers that contribute to the functioning of northern ecosystems. These landscapes, however, are not empty wilderness. Much of northern Sweden forms part of Sápmi, the traditional homeland of the Sámi people, and supports a living system of reindeer husbandry with profound cultural, linguistic and economic importance.
Sweden’s pioneering compensation model
In 1996, Sweden introduced a conservation-performance payment programme that was regarded as unusually progressive. Instead of requiring herders to locate and document every reindeer carcass—an extraordinarily difficult task across vast and remote terrain—the state compensated Sámi reindeer-herding communities, or samebyar, according to the documented presence and reproduction of predators. Wolverine payments were linked particularly to verified breeding females and cubs. The model was intended to change the underlying incentive: a wolverine den would no longer represent only a potential source of losses because its successful reproduction would also generate compensation for the affected community. Research published in 2015 concluded that the programme had contributed to the wolverine’s recovery by increasing tolerance and reducing incentives for illegal killing. Sweden’s system consequently gained international recognition and influenced discussions about results-based conservation elsewhere. Yet its success contained the seed of the present crisis. More breeding wolverines meant more predators, more killed reindeer, more monitoring work and ultimately higher costs, while the payments failed to evolve at the same pace.
Compensation that lost half its real value
A 2026 study by researchers from the University of York and the Swedish University of Agricultural Sciences examined nearly three decades of ecological records, policy documents and interviews in Norrbotten, Sweden’s northernmost county. It found that compensation per documented wolverine reproduction remained at SEK 200,000 from 2002 until an increase of SEK 25,000 in the 2023–24 government budget. Once inflation and rising costs are considered, researchers calculated that the real value of the payment had effectively been halved. During the same period, reindeer-meat prices rose, equipment and fuel became more expensive and the practical burden of working in predator territory increased. Sweden’s Sámi Parliament, the Sametinget, states that predator compensation covers no more than half of estimated losses. Its published figures suggest that wolverines kill between 6,000 and 15,000 reindeer in Sweden annually, although the precise total is inherently difficult to establish. Across wolverines, lynx, bears and wolves, estimated annual losses range from 19,500 to 72,500 reindeer.

The real cost of a lost reindeer
A reindeer killed by a predator is not simply an isolated animal to which a market price can be assigned. Predation can reduce the future reproductive capacity of a herd, disrupt its age and sex structure and force herders to devote additional time and money to surveillance, gathering and moving their animals. The loss of a breeding female includes the value of the calves she would otherwise have produced in subsequent years, while repeated attacks may oblige a herder to alter grazing patterns or intensify supervision across a territory covering hundreds or thousands of square kilometres. Wolverines can kill reindeer throughout the year and are especially effective when snow conditions give them an advantage over their prey. They may also kill several animals within a short period and cache meat for later consumption. The resulting cost therefore encompasses lost production, additional labour, fuel, equipment, disrupted herd management and the psychological pressure of continually searching for missing or injured animals.
Climate change is undermining predator monitoring
The compensation system depends on reliable evidence of wolverine reproduction. Traditionally, monitoring teams and Sámi participants searched winter and spring snow for tracks leading to dens or other indications that a female had produced cubs. Warmer and less predictable winters are making that process increasingly difficult. Poor snow cover, early melting and repeated freezing and thawing can erase tracks or shorten the period during which dens can be verified. Researchers therefore warn that a fall in documented reproductions does not necessarily represent an equivalent fall in the number of breeding wolverines: it may partly reflect a declining ability to find them. For herding communities, the consequence is especially damaging because predators may still be present and killing reindeer while the evidence required to release compensation becomes harder to obtain. Around Kiruna and landscapes such as Abisko National Park, the same changing Arctic conditions that threaten ecosystems also complicate the administrative machinery intended to protect both wildlife and livelihoods.
Conservation built on Indigenous territory
The dispute reveals a deeper weakness in the language of European rewilding. Northern Scandinavia is frequently imagined from the outside as an expanse of pristine and sparsely inhabited nature, a perception reinforced by tourism built around mountains, wildlife and experiences such as the Northern Lights in Sweden. This image can obscure the fact that Sámi communities have used, managed and travelled through these landscapes for generations. Protecting predators in Sápmi is not the same as returning wildlife to an abandoned landscape: it is a political decision that assigns benefits and costs among different groups. Much of the wider public receives the ecological, symbolic and recreational benefits of a healthy wolverine population, while the immediate economic consequences fall disproportionately on a relatively small number of reindeer-herding families. When compensation does not cover those losses, conservation is effectively financed through the livestock, labour and income of an Indigenous minority.
Reindeer husbandry is already under cumulative pressure
Predation is only one of the pressures affecting Sámi reindeer husbandry. Forestry alters lichen-rich winter grazing areas, while mines, roads, railways, power lines, tourism infrastructure and wind farms fragment pasture and migration routes. Climate change brings unstable snow, layers of ice that prevent reindeer from reaching ground lichen and a more frequent need for supplementary feeding. Each disruption reduces the territorial flexibility on which pastoralism depends. Predator losses must therefore be understood cumulatively rather than in isolation. A herding community with access to extensive and connected grazing land may be better able to absorb predation than one whose territory has already been divided by industrial projects and transport infrastructure. Research into Sámi pastoralism increasingly points to the combined burden of environmental change, competing land uses, regulation and declining control over decisions affecting traditional territory.
Trust in the Swedish model is eroding
The 2026 study found a marked erosion of confidence in the compensation programme. Herders questioned whether monitoring identified all wolverine reproductions and whether the state was fulfilling its obligation to cover the cost of its predator policy. Researchers reported dissatisfaction not only among herders but also among scientists and government officials. Some Sámi participants felt that their role had shifted from producing reindeer meat to raising predators on behalf of Swedish society—a painful reversal of the programme’s original promise. Under Sweden’s own rules, compensation should be adjusted to reflect actual losses, but increases have fallen far behind inflation, reindeer values and operating costs. Once affected communities conclude that the state benefits from undercounting predators or limiting payments, the legitimacy of the entire conservation system is placed at risk.
A new model planned for 2027
The Sametinget argues that predator-related economic losses are substantially higher than earlier calculations suggested. Its budget proposal for 2027–29 estimates that compensation requirements should be about 70 per cent higher when the greater economic value of reindeer, rising meat prices and the additional work imposed on herders are properly included. The proposal calls for SEK 480,000 for a documented wolverine reproduction, compared with the long-standing SEK 200,000 payment and its limited subsequent increase. A new wolverine compensation system is planned for 2027 and is expected to make greater use of DNA obtained from droppings. Genetic monitoring could provide a more reliable picture of the predator population when poor snow makes traditional tracking difficult. Improved technology, however, will solve only part of the problem. A scientifically stronger survey cannot restore trust if compensation still fails to reflect actual losses or if Sámi communities have too little influence over policies applied to their land and livelihoods.
The paradox of successful conservation
Sweden’s experience offers a warning far beyond the Nordic region. Results-based conservation programmes are often evaluated during their early years, when animal populations are still small and the associated costs remain manageable. If a programme succeeds, those costs grow: there are more predators to monitor, more livestock losses to absorb and more compensation to pay. A system that does not expand with its own achievement can eventually undermine both the communities expected to tolerate wildlife and the conservation objective itself. In Norrbotten, researchers have identified signs that the regional wolverine recovery may already have gone into reverse, although the species continues to expand southwards nationally. The exact scale of the northern decline remains uncertain because climate change has weakened the reliability of snow-based monitoring. That uncertainty makes cooperation, credible evidence and adequate funding more important rather than less.
Who should pay for Europe’s wild nature?
The wolverine belongs in Sweden’s northern ecosystems, just as Sámi reindeer husbandry belongs in Sápmi. Treating the issue as a simple choice between predators and herders would ignore both the possibility demonstrated by Sweden’s original programme and the reasons it is now failing. The central question is not whether wolverines should survive, but whether Swedish and European society are prepared to pay the true cost of their survival. If predator restoration is a national and European objective, its financial burden should also be shared nationally and Europeanly. Leaving Sámi families to absorb inadequately compensated losses turns environmental policy into a transfer of resources from an Indigenous livelihood to the wider public. Sweden once demonstrated that imaginative policy could help reconcile wildlife conservation and reindeer husbandry. Its next challenge is to prove that coexistence can remain fair after the endangered predator has successfully returned.
